Correcte.

We had left 4 small suitcases, but the guy wouldn't let us leave two very small children's backpacks on top of the luggage. However, in the store we saw backpacks left in a similar way on much larger suitcases. These two small backpacks were allowed to be left on top by several other luggage stores. I see this as an unnecessary lack of flexibility.
